In 2019, the Ramallah Municipality achieved an A++ rating, marking the first time a Palestinian municipality attained this top rating from the Municipal Development and Lending Fund. This milestone reflects Ramallah Municipality’s commitment to its mission: to be a pioneering, exceptional, and equitable municipality, providing its services professionally and transparently in collaboration with all city institutions. Guided by a spirit of partnership and integration, the Municipality aims to deliver outstanding services to Ramallah’s residents and visitors, fostering a vision of Ramallah as an optimistic, sustainable, inclusive city—proud of its cultural heritage and empowered to shape its future.
The Municipal Development and Lending Fund's criteria for this rating included: an official strategic plan, an annual work plan, financial transparency, keeping salary and wage costs under 45% of operating expenses, ensuring green spaces, and allocating at least 10% of the actual operating budget to maintenance and operations.
By 2023, the Municipality received a B++ rating in line with the criteria for the fourth phase of the Municipal Development Program (MDP4).
